Penix returns, but protection is the next question for Falcons–Packers

A confirmed return, not a confirmed scoring upgrade

Atlanta named Michael Penix Jr. its starting quarterback on September 21 for Thursday, September 24, against Green Bay. His scheduled 2026 debut follows rehabilitation from last season’s torn ACL. For Fourth & Value, the question is not whether Atlanta needed different quarterback play. The Falcons report that their offense failed to reach the red zone in either of its first two games. That is a striking two-game observation, not a dependable forecast. Penix changes the offensive possibilities, but the observed total of 44.5 requires an assessment of both teams’ scoring—not simply a judgment that Atlanta can improve.

The right-tackle test

Jawaan Taylor deserves attention alongside the quarterback announcement. Atlanta’s Monday walkthrough estimate listed the tackle as limited with a rib injury. The latest unofficial depth chart places Taylor at starting right tackle, with Michael Jerrell immediately behind him. Penix throws left-handed, making that edge particularly relevant to his blind-side protection. These are verified personnel details; they do not establish that Taylor will miss Thursday’s game.

Our conditional inference is that protection could determine how much of the quarterback change reaches the scoreboard. If Atlanta must keep a tight end or running back involved in protection, it may sacrifice receiving options or delay their releases. That could limit the benefit to Drake London and Kyle Pitts even if Penix delivers better throws. Conversely, dependable tackle play would allow more flexibility in distributing receivers. Neither protection plan is confirmed; this is the mechanism to investigate, not a reported tactical decision.

The opposing injury effects

Green Bay’s Monday estimate listed guard Aaron Banks, with knee and toe injuries, and receiver Jayden Reed, with a neck injury, as nonparticipants. Atlanta’s cornerback A.J. Terrell, with a groin injury, and defensive end Samson Ebukam, with a hamstring injury, received the same estimated designation. Green Bay did not practice Monday, and these entries were not final game-status decisions.

Those uncertainties point in competing directions. Missing offensive personnel could constrain Green Bay’s protection or receiving options. Missing Atlanta defenders could instead weaken coverage or pressure. Counting injured players would obscure that interaction. Our conditional reading is that Green Bay’s ability to exploit any defensive absences matters as much as Penix’s ability to restore Atlanta’s passing game. None of these estimates justifies an automatic adjustment to the total.

What the prices actually establish

Our September 22 snapshot shows all 11 books at 44.5. DraftKings offered over -102 and under -118 at 16:47:33 UTC; LowVig offered under -104 at 16:47:08 UTC. At that identical half-point total, the latter under price is less expensive. That comparison establishes a shopping advantage, not a profitable bet.

DraftKings appeared at 43.5 in the earlier 16:26:50 UTC snapshot, while the matched-book median change was zero. These are snapshot comparisons, not opening lines. Both observations occurred after Monday’s Penix announcement, so they cannot establish what the announcement did to the market.

Calculated directly from those odds, over -102 requires a 50.50% win rate to break even; under -104 requires 50.98%. Those are mathematical price thresholds, not Fourth & Value forecasts. Agreement on the total across books does not establish that either side clears its threshold.

The model boundary

Penix’s Monday designation was estimated full participation following a walkthrough, rather than evidence from a full practice. It should not be converted into a numerical measure of readiness.

Our current evidence does not establish an injury-adjusted scoring projection for this matchup. Fourth & Value therefore has no defensible numerical quarterback premium or fair total to publish. A usable forecast would need to distinguish scoring efficiency, possession volume and turnover-driven field position. The current evidence identifies questions for that work; it does not answer them quantitatively.

The countercase—and what would change the pass

The strongest countercase to an automatic over is that better quarterback play can remove points from the opponent’s side. The Atlanta Journal-Constitution reported that Atlanta’s quarterbacks produced five interceptions, including two returned for touchdowns, and lost two fumbles across the opening two games. If Penix reduces those mistakes, Atlanta could sustain more offense while giving Green Bay fewer short-field or defensive-scoring opportunities. The net effect on a combined total is not predetermined.

A blanket under is no stronger: improved passing combined with persistent Atlanta defensive absences could create a materially different matchup. The next useful evidence is actual practice participation and final status for Taylor, Banks, Reed, Terrell and Ebukam—not another interpretation of Monday’s estimates.

Fourth & Value’s conclusion is a pass at those quoted prices, with a protection-focused watchlist. Confirmation of a normal tackle rotation and clearer offensive availability would strengthen the case for reassessing scoring upside. Further offensive limitations would strengthen the countercase.
